So, you want mains voltage out of a cigarette lighter connection in a car?

Sure.  You'll need an inverter, you can get one at just about any store that sells car stuff.

I read it the other way around, but this would be more likely what the OP is after.
(To used to thinking out of box - forget real world scenario #;¬)

If you're talking about connecting a 12V car cigarette lighter directly to the mains, yes it can be done if you don't mind loud noises, fireballs and a burnt-out house ;¬)

To do it safely you would need a 12V power supply to reduce the voltage down to a safe level.  It would need to be rated at 4 Amps (an educated guess) which would be quite a large supply.  A wall-wart transformer would not be suitable.

A much better idea would be to give up smoking.

.  I've seen fuses from 20A (maybe 15) to 30A on car cigarette lighters.

Yep, scratch what I said.  It looks like 10 to 15 amps is typical.
That means a much bigger supply.
