Assuming the charger is rated for the battery, when the motor and all other things are off it should not experience over current.

However if the motor and other things are on the charger can experience over current and view the added current as a short and shut down if the charger has an overload circuit.

This can be cured with a stronger charger but you risk the input if it is not built to handle the added current of charging while running. Also the stronger charger may view charging while the motor and other things are off as the battery being charged.

No a short circuit does not occur but on the other hand the battery charges at a very slow rate. Also check for the current rating in the motor, if the rating is less than the sum of currents from the battery and the supply it will burn out. If its greater, your good to go.

From the point of view of a charger, the motor DOES present a short circuit.
