sorry wasn't good explaint. i mean not a solution like the one with 2 bottles which you have to turn around like here: https://www.instructables.com/id/Tornado-in-a-Bottle-its-more-of-a-vortex-though/

i would like a solution which works without i have to mechanicaly change something.

do you know how strong the stirrer should be for this effect here http://www.youtube.com/watch?v=P54M9X42y1M&feature=related? i mean if you look here https://www.instructables.com/id/How-to-Make-a-Cheap-Portable-Magnetic-Stirrer/ the effect is very cheap and i think with the fan a bit loud. there should be a better solution?

Simply:

A magnetic stirrer is creating the vortex in a tube of water, and the fire effect is created by top-lighting (probably LEDs).

that was a good proposal. do you know how strong it should be for this effect? i mean if you look here https://www.instructables.com/id/How-to-Make-a-Cheap-Portable-Magnetic-Stirrer/ the effect is very cheap and i think with the fan a bit loud. there should be a better solution?

The "best" solution is the best balance between available materials, cost and your own Makerness.

You could buy a proper laboratory stirrer, you could put some effort in and manufacture a more balanced rotor to replace the fan etc.
