Either NASA or ESA (I don't remember which, maybe both) will happily lauch them for you if you pay them. This was developted mostly for universities that for some reason want to build a sattelite for a school project, but expect to pay a little (a BIG little), as the price is a few thousand dollars a kilogram.

Well, that is a difficult thing to achieve. Because for one thing, you have to think about how much force your rockets will need, and in order to make them that forceful, you need some ingredients that only NASA and science laboratories have, and also some of them are illegal to have at your home.

Also, in many cases, it is a very dangerous process to set those rockets off, (like the danger of setting your grass on fire). Maybe, if you are into the field of rocket science, than you can come up with a new kind of rocket. Like one that is powered by electricity and charges on the air hitting it as it goes up, that way, you only need a small rocket that's good enough to send it up into the air. That would also be power efficient.

Lots of people can tell you about making satellites. The trick is to orbit them. To do THAT you need to get them up to about 18,000 MPH, 29,000 Kmh. That's more of a trick

And I should mention you don't want to launch them into space but rather into orbit. Hence the name sattalite.

Given the required electronic skills you could make a satellite that could do something. The closest you will personally get to being able to launch it wil be a balloon to take it into the upper atmosphere.

Man people have done this. Often sending mobile phones up to take photographs and communicate.
