I use a my AVR programmer. doesn't need any external power for the developmentboard. Everything (including power up to 500mA) goes via USB

If you have a little more money to spend, you can buy an STK500 from www.digikey.com... has everything but the power adapter.

Mine has served me well. Comes with AVRStudio and a manual for how to program a variety of microcontrollers.

For 25 quid you can get AVRISP II from Farnell or Rapid Electronics.
