all you need is Pom Poms, googly eyes. hot glue/gun. foam paper, scissors.
For under $5.

Step 1: Adding the Eyes

Take two googly eyes, take the hot glue gun and glue them to the middle of the pom pom.

Step 2: Cutting Out the Bottom

Cut out circles big enough for your pom pom to sit on.

Step 3: Personalizing Your Pom Pom Friend.

Take the foam paper and cut out hats, smiles, ties and whatever you would like your pom pom friend to wear
