most isps will not allow self hosting. if anything, they will offer you some space on thier servers to host a site on, but it will be only html and images. you will not want ot use that option, at least not usually.

i believe you can. you would be using asp.net with delphi. This option will be more exspensive, as you will have to use a windows server. Most servers you will rent run linux.
