I may be wrong, but I believe console emulators and roms are illegal.
Actually having the emulator is not illegal and having ROMs of games you own is not illegal, but if you have ROMs of games you don't own IS illegal...
but who's gonna know?
Nope, It's only legal if you rip the roms of the cart yourself. That doesn't seem to stop people though :(
Legality all depends on where you are.

Current US law DOES give us the right to obtain both the roms and to USE(though the method of obtaining it is "grey") the Bios from the hardware, in order to run games and systems that we OWN.

The basic principle is that, since there is no longer a "commercially viable" method of utilizing the product we have purchased...we have the right to bypass BY ANY MEANS, the restrictions that keep us from using our products.
It's the same set of laws that let us make DVD copies of our laser discs (now that panisonic has FINALLY ceased production on it's last player)

There are laws preventing the reverse engineering of the bios chips(aka ripping the info to a file for use in an emulator). but there IS a legal method to emulate on a PC. Unfortunately, it involves getting a pci eeprom card and unsoldering the bios chip from a defunct system.

If you do something like this on a large scale... Nintendo might get lawyery on you, for cutting into their virtual-console market for the wii..... but as long as you own the original hardware, and have a decent lawyer, you're golden :-)

P.S. on a personal note, I still prefer UltraHLE for my n64 emulation. I suppose that my agp based voodoo card IS getting a little long in the tooth for anything but n64 emulation(even a website with flash will grind it to a halt) And there haven't been any new glide cards produced since probably before the OP was born.(note, not a dig at the youth of the OP... but rather a lament for MY age :-)

Guess I should give this Project 64 a try, and see how I like it.
Project64 is pretty good; it's what I use to relive the good old days of LoZ:OoT. What kind of GPU do you have? I have a GeForce7600GS OC. It works great; I can run BioShock on high settings. I'd recommend it for people who are still stuck on AGP systems.
I actually have 3 AGP systems currently running. The "best" card, in my game system, is a 6800XT. It works pretty well, and was the best agp card available, when I bought it. Now, of course, I'd recommend an ATI 4750, hands down, if someone wanted to retain their system for modern use. If you were just looking to get that last bit out of your old system, the ATI 3850 will CLOBBER the 7600's performance, is the same price, and has better driver support. Now, I've been an Nvidia fanboy since Voodoo went under, but it's impossible to deny the appeal of the ati AGP card performance gains.
Yeah, ATI makes some impressive AGP cards, but they tend to have problems with a lot of games. That's why I opted for a Nvidea. I was considering the 4750, but I had read some reviews saying that it wasn't suited for running games. That's mostly what I do with my computer, so a card that isn't compatible would not be very good. I mostly just wanted a cheap card so that I could keep this PC a little longer. Hopefully my dad will have upgraded his computer by the time this one becomes obsolete, and I'll be able to buy his at a discounted price.
That goes for the emulator BIOS too. If you upload your console's BIOS to the computer, you're in violation of a number of laws. Using an emulator with your own BIOS and your own ROMs (as Joe mentioned) is legal under developer laws. As far as I've found (I've done some development on the side as a project, so I'm used to these systems), there are a few sites where downloading the ROMs is legal, simply because those ROMs have been provided by the developer free to the public for programming purposes. I would advise against searching for these sites if you don't program though - most likely you will find illegal sites that may have infected copies.
But..... If you buy the game your supporting Nitendo and they make more games from the money you give. soooooo............. if your a big nitendo fan then buy the game else you're not a fan and you just want it for SkyFox, SSB, or other games....... But that cost money if you buy it and time(going to gamestop) and also tax..... But you also want to support your country by paying tax and be a faithful citizen..... From this i would go with this instructable. I also have PJ 64, I like it becuase it can be stored on a flash drive and play from the flash drive on a computer. (and theres cheats for almost every game)
exactly who's going to know?
That's is why I wrote but who's gonna know?
The only way someone would know if you have illegal software is if they hacked into your machine. Ccoincedently, the only way law enforcement agency can hack into your computer is if there is a warrant out for you. Then you have much bigger problems to worry about...
Actually, its only illegal if you dont own a copy of the game and machine.
How dare you use Vista!
