Is there a sound effects machine?

Is there a machine or something you can make where you can plug in sound effects files and then as you push different buttons it will play the effects on cue? I have been searching and can't seem to find anything. Thanks for the help.

I would say that a computer would be your best bet. Look into a free program called multi-play. You can assign hot-keys to the tracks, so it would do essentially what you want it to do. Another one I use is win-amp. I change the settings so that it doesn't automatically advance, and then just play it out of the cue list when I am ready.

I still think multi-play will do exactly what you want it to do.

(You can find lots of good free sound effects online, or look at your library. Lots of libraries have sound effect CDs for check out... not that anyone here would rip them and keep them after we return them...................... just sayin...)

Best option would be a microprocessor controlled MP3 player.

Since I'm pretty new to electronics and circuitry, is this going to be a difficult project for me to pull off?
Yep I am sorry to say it will be quite difficult. Actually your PC I about as good at playing sound effects as anything else.

Search for free sound effects and you will find a lot of WAV files out there or record your own. http://www.brucevanpatter.com/sound_effects.html

There are some dedicated sound effect IC's out there playing police sirens and gun shots but that about all these days.

When computer games had to generate their own sounds there were several IC's you could get to do that. But with the change to more powerful microprocessors these have gone out of production.

Sampler. I don't know of anything pocket-sized off-the-shelf at toy prices. You could certainly build one around an Arduino with a soundcard.
