No, you can't plug it into a VGA or DVI port, because LCD screens and Laptop screens use different means of talking to each other. You can build a controller board, but I am assuming if you didn't know one exists, you won't be able to build it.

If you're dumb yes it is possible but in all reality, it just isn't...realistic. You're not dumb though for wanting to make use of the panel, I found myself with a lcd panel that couldn't be used as a regular panel, either through what you're trying or with the laptop it went with because I accidently stepped on the ccfl tube when I had it apart and I was left with trying to make a lcd projector out of it, I gave up a week later.
