Step 1: Download IP Webcam App
Download The App from the google play store and open it.
Step 2: Start the Video
Connect the phone to the same WiFi network as the device you want to view the video on. In the app, scroll to the bottom and press Start Server. Then, on the viewer device, go to the browser and type 192.168.1.13:8080. Then, in the browser, press browser button as video renderer. There you go! Now you have live camera View!
