Step 1: Parts Needed

1. Glass

2. 2 Magnets

3. 2 long wires

4. Electrical Tape

5. Distilled Water

Step 2: Split

First of all expose the copper part of the wire. Make the exposure part long.

Step 3: Wrap

Wrap the copper part round the magnets and apply electrical tape for strength.

Step 4: In the Glass

Now, apply the other side of the wire in both the side of the glass. And apply electrical Tape.

Step 5: Water

Now, fill the 3/4th Glass with water.

Step 6: Installation

Now, Install it by keeping both the magnets in the opposite side of the circulating ring. You will see the pace of the ring reducing thus cutting the bill.
