Why bother with this at all then. You could just get a small battery operated flashlight, and cut the hole to match the size of the flashlight. Of you could make it exactly as it, and buy a plug to USB charging adapter.
I'm actually lucky when it comes to that. I already had an outlet to usb converter that came with by energizer AA/AAA recharger. You could also get a battery housing and hook it up, but I know not if you would have to resistors and all that stuff.
Blue LEDs stimulate the plant to make more leaves. (Good for Bonsai or non-flowering plants) Red LEDs make the plant put out flowers. If you don't want to use your computer as a power source, you can plug the USB cable into a USB charger adapter. (made for charging Phones and MP3 players) You can find them for as little as $1.99 on line. Also, If you don't have the skill to make one of these, you can get a USB powered notebook light.. (Goldengadgets.com hasd them for under $5.00)
I have constructed many LED lamps for plants and I doubt that a cheap LED flashlight will produce enough light to make your "plant flourish"... but it will provide a good supplement if you're in a dark room.
I question this exact method, as I would be concerned with humidity and the circuitry. However, this is a great project and has given me some ideas for some supplemental lighting ideas for my indoor garden. Thank you for sharing.

made mine from a dynmo powered wind up torch.
mine is rechargable has 2 led settings.
the only thing I didn't have was the coke bottles.
so it cost me about $50.
can't buy coke without the scotch;)
