Step 1:

find a thin stick that has a "Y" in it like this.

Step 2:

Make the thicker part longer than the thinner part and make the shorter part a sharp point.

Step 3:

Now make a ring on the thicker part so you can tie your fishing line to it, and there you have it a fishing hook.
