Today I am gouing to make a buddy icon for free whithout downloading. you need to go to this site: www2.blibs.com/mytheme/create-icon2.php 

Step 1: Pics

Then go and browse and get the pics you want.

Step 2: Upload Icon

Click the button that says:Upload Icon

Step 3: Copy Then Paste

copy the icon and paste in any folder.

Step 4: Then......

Subscribe to me or it wont be an icon and put it on your comments I will delete any inappropriate icons. :]
