All you have to do is remove the shutters from the system and that gets rid of region coding so you don't have to have this additional cartridge

No removing the shutter will only allow you to play games that still use your same region code, like NTSC, so you can do that to play NTSC Japanese games on an American NTSC console, but that won't let you play PAL European games on an American NTSC console.
