This is an engineering level project in which we use PWM to dim the intensity of the LED light. Here, the DC source is connected to NE555 timer. The PWM signal always depends on the duty cycle, so we can vary the duty cycle through NE555. If we vary the duty cycle, we can generate the pulse with various width. So we use timer to generate the PWM to dimmer the LED or increase brightness of the LED. Don't try this it doesn't work....... If u want it to work don't give supply there. But u can give supply to 7th terminal of 555 timer IC with 1k resistor by varying potentiometer u can absorb the output.

One more comment - pin 1 of the 555 needs to go to ground. michael_tsx is also correct...

Why display 555 like that? This circuit make no sense

In your schematic your leds are directly grounded, bypassing the 2N2222

put as many led as possible in series. this will reduce the current consumption.
