I've taken apart a store-bought collar and transformed it into a little something different. : )
materials:
cheap dog collar(for parts)
velcro(any color or width, at least 2 feet of it)
LED's(I used 11)
battery(I used coin cell with holder, 3v)
conductive sewing thread
needle, machine, scissors, pins,
2 colored pencils
2 types of pliers(flat and rounded)
patience
