In this Instructable, I'm going to show you how to really irritate your friends, family and your poor dog...
A friend of mine recently visited the CES (Consumer Electronic Show) convention here in Vegas. One of the freebees he brought back with him was the most obnoxious noisemakers I'd ever hear. Of course, it had some obscure company's name printed all over it. Well, looking it over I thought, "Hey! I could make this!" Today, I did.

STEP 1: Get Your Supplies
The photo shows what I thought I'd need. As it turned out, the glue wasn't necessary. If you're careful with the moto-tool in the following steps, you won't need it either. The glue's purpose is only to seal leaks.
1 - Empty 35mm Film Container.
1 - Empty (or disposable) Lip Balm Container.
1 - Rubber Binder (back in MI, we called them "rubber bands")
1 - New or Used (clean) Latex Glove or Balloon.

Moto-Tool
Scissors (See picture)
Silicon or Super Glue (may not need)

STEP 2: Prepare Lib Balm Tube
Remove the balm and/or base from the Lip Balm container. This particular brand tasted horrible, so it was open to sacrifice.
Remove the base from the container. You may need a small screwdriver or pliers if your nails aren't strong enough.

STEP 3: Grind Out Tube
Using an appropriate bit on your moto-tool, remove the inside guide from the Lip Balm Tube.
Be very careful not to damage the outside edge of the tube! This must remain smooth.

STEP 4: Prepare 35mm Film Container
Remove and dispose of the cap of the 35mm Film Container.
The bottom of the container should have an indentation exactly the right size for the Lip Balm tube's indented top.
Use an appropriate bit on your moto-tool to grind out the indentation on the container. Make it as close to round and smooth as you can.

STEP 5: Insert Tube Securely
Insert the tapered end of the Lip Balm tube into the newly formed hole in the bottom of the 35mm film container. This should be tight. If there are any gaps, use the glue to fill them. Give the adhesive time to harden.
On the other end, the tube should extend beyond the top of the container. You may want to grind it a bit closer for louder noise. If so, make very sure that it's as flat and smooth as possible. Do not grind it even or below the top of the 35mm Film container.

STEP 6: Drill Out Blow Hole
Using the moto-tool, drill a small hole somewhere between the center and bottom of the film container. The size isn't really important. It needs to be large enough to blow air into. Do not drill into the Lip Balm tube.
STEP 7: Attach Latex Diaphragm
Carefully stretch a clean portion of the latex glove or balloon over the top of the container. It should be as smooth and tight as practical.
Using the rubber binder, secure the diaphragm tightly. With this binder, 3 wraps worked nicely.
If necessary, carefully adjust the tube to re-center it under the diaphragm. Be very careful not to tear the diaphragm!

STEP 8: Trim Off Excess
Using a pair of scissors, trim off the excess from the diaphragm under the rubber binder. Be very careful not to damage the diaphragm or the rubber binder!
Save the remainder of the glove or balloon in case you need to replace the diaphragm.

STEP 9: Irritate the Heck Out of Everyone!
It's done! If all went well, you should be able to place your mouth over the hole, blow and prepare for your dog to attack you! That sucker's LOUD!!!

I think if you use your tube and my diaphragm you could scare dogs streets away...
(BTW, reference the pocketable comment, mine still works if you trim the straw close to the cannister)
