Other miscellaneous items to add would be a multi tool, a folding knife (that is legal in your area) and 100ft of paracord.

Dictionary- when you are lost in the wilderness, why do you need a dictionary?
In a survival situation, your priorities (in order) are, first aid, shelter, water, fire, food and lastly signaling and navigation. For first aid add a simple first aid kit that includes bandaids, gauze, alcohol prep pads, sting relief pads, wound closure strips etc. For shelter, a small tent or a bivvy bag would be a great addition. For water, I would either get water purification tablets or a life straw. Always have a metal canteen to boil water to sterilize it. Also always have three ways I starting a fire. I like having lighters, matches and a ferrocium rod and some spare tinder. For food, get a small fishing kit and 10ft+ of snare wire. Also get a guide to wild edible plants in your area. Lastly, get a whistle and a signal mirror for signaling, and a trustworthy compass. Add what I have listed and this will be a kit you can depend on.

This could use a lot of work.
Distraction- ok, but I would opt for something smaller, for example a deck of cards.
Building supplies- why?
