Step 1: The Idea

Come up with an idea of how you want to construct the arm and make a few preliminary sketches of what some of the parts may look like.

Step 2: Formal Design

Using CAD Software design a full model of what your final product will look like.

Step 3: Creation and Testing

Build the design you created using the tools you have available. I just used cardboard, hot glue, and some zip ties to make mine. Then test to see if it works.
