Toilets installed after 1994 were required by the Energy Policy Act to use only 1.6 gallons per flush.  The first "Low Flow" toilets required a lot less water, but a lot more plungers.  Nowadays, low flow toilets have been perfected.  This video shows how to replace a toilet.
