Step 2:

Start with two sheets of tissue paper. One on top of the other, and fold
them in half left to right (hamburger style).

Step 3:

Fold in half once more taking the bottom half and folding it over the top
(hamburger style).

Step 4:

Find the corner with all of the separate pieces of paper (not one with a fold). Take
all pieces of this corner and fold them to the opposite edge to make a
triangle.

Step 5:

Trim off the extra rectangle of paper.

Step 6:

Open it back up and lay the paper flat, it will look like a square. You don’t want
any folds. You want eight individual squares. (Cut folded side).

Step 7:

Fold the paper back and forth accordion style. You should end up with five or six folds.

Step 8:

Staple the folded accordion in the center.

Step 9:

Trim both of the short edges of the stapled accordion paper in a curved manner to create the “petals” of the flower.

Step 10:

Carefully separate the layers of the flower. Pull from the inside of each layer, as opposed to the outside edge so the tissue paper does not rip. Do this to both sides and be sure to fluff the paper to make it look full.
