I am yet to see an Oak pallet, you must travel in the most elite of circles. "Most" pallets are made from treated pine, a softwood to be sure, but not the type recommended for placing in the mouth. Cedar is only used in the Northern hemisphere where it is relatively common but still fairly expensive and used only in premium quality pencils. Again I have never seen a cedar pallet. If you are still chewing your pencils, the type of wood is of secondary concern, after the ingestion of the graphite. Perhaps a change of employment is the answer? I here there is a shortage of beavers in the north west.
