It doesn't look good. :(The PI can be damaged when applying an input voltage higher than 3.3v to the input pins (for example, PI's pin number 2 itself).
May be there's something wrong with that pin.Have you tried another one? For instance, GPIO24 (PIN 18).To do so, change the following line in your code and attach to pin 18:RECEIVE_PIN = 24
