View Instructable »For a worktop I'd say check your local pound/dollar store for two-part resin. My local pound shop (in the UK) does a two-part resin in what looks like two syringes stuck together. You cut the tips off and squeeze out an equal amount of each side. Mix, pour, let it set, and it goes rock solid and clear.

In my defence: I was juggling paint and my phone (camera) at the same time. Hence, the sissy glove. :)
I haven't tried it on cement, but as long as it's relatively level then it should work. Acrylic is basically plastic paint so when dry you could walk on it OK, but would wear it out. I'd have to think you'd need to use some sort of varnish to make it hard wearing.
