Introduction: How to Make a Cartoon Out of Any Picture!
In this Instructable, you will be able to learn how to create a cartoon out of a picture.
This is entered in the Comic Contest, Vote!!!!
Step 1: Pick Your Picture
This can be any image, you may have to just experiment with different pictures. Some work well, and some don't.
We'll be using a program called GIMP which is similar to Adobe Photoshop and can be downloaded for free here .
Save the File to your computer.
This is a picture of Omar Epps who plays Eric Foreman in House.
Step 2: Open in GIMP
Open Gimp -> Open -> Choose your file
Step 3: Duplicate Layer
Layer -> Duplicate Layer
Step 4: Edit Top Image
Select top Image -> Filters -> Blur -> Gaussian Blur... Select a blur anywhere from 2-7
Select top Image -> Colors-> Colorize... Move Hue slightly to right to get new colored image.
Select top Image -> Colors-> Threshold... Set Threshold so that it kind of looks like Eric's face
Select top Image -> In Layers Box Click arrow next to normal and choose overlay.
Step 5: Edit Bottom Image
Select bottom Image -> Filters -> Blur -> Gaussian Blur... Put in a number that is from 10-17
Select bottom Image -> Filters -> Artistic -> Cartoon... Adjust till it seems right
Step 6: Merge Layers
Select top Image -> Layer -> Merge Down
Now there should be only one layer.
Step 7: You're Finished
You can save this, or print it, or basically whatever you want to do with it.
Have fun!

I tried following your instructions using an image of Rachel Weisz, but couldn't figure out how to do the final step with the layering of the top image. I have Gimp 2, so I don't know if that changes anything... but I could not find the Layers Box to save my life! It seems like one is supposed to pop up automatically (at least on yours) but I tried hunting mine down and still couldn't find it. :-(
