Step 1: Fold Pinwheel

Fold the square of paper from corner to corner in both directions making an "X". Crease well.

Cut from each corner about 3/4 of the way to the center where the "X" is marked. Use the X crease for guidelines.

Fold every other cut flap to the center and staple close to the center to secure.

Your paper should now look like a pinwheel!

Step 2: Secure to Hat

Use a compass and then a pen or pencil to make a hole in the center of the pinwheel and the paper bowl.

Push the brad through the center of the pinwheel and bowl then flatten somewhat loosely on the inside of the bowl. Spin your pinwheel around to loosen up the hole and see if it spins well.

Decorate your hat as you wish.

Step 3: Create the Chinstrap

Take the rubber bands and tie them together using a cow hitch knot. Take the loops and slide one inside of the other then loop the other end around and through the loop inside of the other. Usually about four rubber bands should go securely underneath a child's chin.

Poke holes through the sides of the bowl and push two more brads onto the sides. Loop the ends of the rubber band strap over the brads and then tighten the brads to the sides of the bowl and flatten the ends on the inside.
