A general "snow structure" contest seems like a grand idea.
Maybe a slideshow contest, like the gingerbread house contest, since "how to" part will amount to "get some snow, stack it up"?
Snow season is usually after Christmas in the UK, and goes on well towards Easter in many parts of the Northern hemisphere, so announcing it soon and putting a deadline of March or later would be quite workable.

Awesome idea! It'd really STINK for places that didn't get much/any snow, though.

We could also open it up to snow and ice sculptures.
