Because you are using a 32 Bit OS. 32 Bit can only adress up to 4Gb of RAM.

If Windows 32-bit , I hate to keep on correcting the ibles folk about this. That number is 3Gig, not 4.

The 32-bit limit is 4GB. Though 32 bit Windows does reserve a few hundred Mb of ram for the Kernal. So it is unusable by the rest of the system. For the most part the system doesn't need or use it. But you still want to have a full 4Gb in your system cause it can use up to 3.4Gb. Since your not lilkely to install or even find a 400Mb Dimm you may as well use a full 4 Gb to get the most out of the system.

I'm aware of how much to install. My point is that Windows 32-bit will only recognize 3G of that 4G loaded. I've installed 4 G on many computers and inn each case, 3G is the limit.

Simple Solution. Buy a 64bit version of Windows. Otherwise you wasted money on that extra ram.
