How about one of those scales that fishermen use to weigh their catch? I just googled for about 2 minutes and found some on ebay. Round dial, red pointer, handle on top, hook on the bottom, up to 50 pounds, $15.

We used straight-pull fish scales to pretension the aluminum endplates on the BaBar drift chamber! 48 scales attached to threaded rods and turnbuckles. We got 3.5 tonnes total tension, and got both endplates bowed properly to within 100 um of the finite-element calculations.

Normally scales like that use a spring to measure the resistance. The more the spring is pulled down, the more it weights. This up and down movement is converted to rotating movement to move the red pointer. If your making this yourself, you're going to need spring capable of taking up to 40 lbs with out stretching to far, and is reliable and won't stretch out after a few weighs.

As for making the gauge, you would need some items that ether have a standard weight or that you know the weight of. You would have to weigh them and mark off there position on the gauge, and from there you can calculate or guess at the rest of the positions. That depends on how accurate you need the scale.
