It is an interesting problem and an excellent exercise in remote diagnosis.
He has done most of the basic checks but now it is down to true troubleshooting skills and diagnosis. It's going to get frustrating but I think that he'll get it going.

A circuit diagram (schematic) would be a great help, but I'm still searching when time allows.
