There is a KIND of convention that capacitors which don't explicitly say "10uF" or "100n" are marked based on pF - years ago there was an attempt to use the resistor colour code to mark capacitors too, and surface mount caps are very occasionally marked in pF too. Sorry I can't be more specific.
