I think its for repairing speedo cables. you put the cable in the end with the 2 squares and belt it with a hammer and it makes the end square so it can drive the speedo head. The one I've used didn't have the handle, hard to tell from the photos it might be to cut the cable, or crimp the end on the outter cable

Uh, do you mean a "speedometer cable", meaning a cable with a rotating, flexible shaft inside?

I mean, that would make more sense than cables being part of the swimsuit, with that name.

It looks like a hole puncher to me. Possibly for sheet metal.

I would say it is for bending tubes and rods in a defined radius... The single wheel is in ebtwheen the 2 others? If so, i would say, you set the radius with the front screw-knob. Then, you pull the rod thru by rotating the axle with the grip...
Out comes a circular bent piece. Similar to
